What is the difference between localizable and locale specific attributes?

When you create a new attribute, you are asked if you want to set this attribute as localizable and ‘locale specific’.

Localizable means that the value of this attribute might change depending on the locale selected. Having a localizable description text attribute allows you to have one description per locale activated in the PIM: one for fr_FR, another for de_DE, another one for fr_BE…

The locale specific option allows you to define if this attribute will be only available for the added locales in the attribute parameters while it’s created. For instance, you need to create an attribute ‘tax’ only available for German part of Switzerland: you can activate the attribute only for the locale de_CH, and not for fr_CH nor it_CH.
